中華台北ドラゴンボート協会を代表して、2003年11月12日（水）から11月17日（月）、台湾・台南市にある台南湾で開催される「国際台湾ドラゴンボート大会2003」に皆様をご招待いたします。
この大会の種目は次の通りです。
Ⅰ、カテゴリー
１） 男子オープン（Men's Open）
２） 女子 (Women)
３） 男女混合 (Mixed)
Ⅱ、距離：250ｍ、500ｍ、800ｍ
Ⅲ、漕ぎ手：20人、10人、4人 |

OFFICIAL INVITATION
Dear Sir： September 8, 2003
On behalf of the Chinese Taipei Dragon Boat Association, you
are cordially invited to participate in the International
Formosa Dragon Boat Racing Invitation 2003, to be held at
the Tainan harbor, Tainan City, Taiwan, from 12th to 17th
of November 2003.
The Invitation, organized by the CTDBA and its appointed Organizing
Committee, will be opened with Men's open, Women, and Mixed
Categories over 250m, 500m, and 800m straight course competitions
for 20-paddler, 10-paddler, and 4-paddler Classes.
I present the sincerest invite to you for attending the Formosa
Dragon Boat Racing in Taiwan and wish you an unforgettable
and very pleasant time during your stay in Taiwan.

| 海外大会のお知らせ |
|
SARS禍により各国海外大会が中止・延期などの措置が取られておりましたが、秋にかけて再開の連絡が協会に入りましたので、お知らせします。
世界各国で開催される大会は、それぞれ独自の企画で参加チームとの交流を図る工夫がなされています。世界の中でもアジアは最もドラゴンボートの熱心な地域です。他チームと合同でチームを編成して参加し、世界のドラゴンボート仲間と交流するのも大変意義のあることです。いずれの大会も主催者側は「早いもの勝ち」としていますので、出来るだけ早急に参加表明をお願い致します。
尚、参加希望につきましては、日本ドラゴンボート協会にお問い合わせください。

アジアドラゴンボート連盟とアジアカヌー連盟との発展的関係

Mr. Wu Wen-Ta, アジアカヌー連盟会長（ACC） 世界ドラゴンボート連盟(IDBF)と世界カヌー連盟（ICF）間の共同合意書（以下ICF/IDBF
Joint Agreement）に基づき、アジアカヌー連盟（ACC）の主管により今秋台北市で開催予定のドラゴンボート選手権大会について、アジアドラゴンボート連盟（ADBF）とアジアカヌー連盟の連絡書簡コピーを送って頂き有難うございました。
ICF/IDBF Joint Agreementでは、大陸間の両連盟間においてあるレベルまでの懸案事項については、合意書の精神に基づき両者で解決出来る旨明記しています。私は、この点に関して世界カヌー連盟事務局長の見解に同意します。また、以下の事項もきわめて重要であります。すなわち、ICF/IDBF
Joint Agreementの精神と意図を遵守し、ADBFとACC間の話し合いと指導の下、ドラゴンボート選手権大会及びカヌー選手権大会を開催することは、それぞれの大陸連盟の重要な責務であります。
我々国際連盟レベルでは、漕艇競技の国際あるいは大陸連盟がカヌー選手権またはドラゴンボート選手権大会のどちらか一方だけを主管することは、例えば柔道連盟が他の格闘技選手権を主管することと同じで、適切ではないということでも合意に達していることを確認しております。
このため私は、ACCとADBFのリーダーシップにより合意に達した、共同でして台北でドラゴンボートイベントを開催したいという要望について、IDBFを代表して、強く支持します。また、大会のタイトルについても提案のありました「2003アジアドラゴンボートカップ」とすることは、ICF/IDBF
Joint Agreementの精神を推し進める最良の方策であるので支持します。
私は、将来、ICF/IDBF Joint Agreementの精神に基づきACCとADBFが公式な合意を締結することを希望しております。そして私の理想とするところは、アジア全域のドラゴンボート選手権大会がADBF権限の下に開催され、ADBFに加盟していないカヌー連盟加盟国や地域メンバーの全てが参加することにより、アジアの漕艇競技全体のレベル向上と友好関係の発展であります。勿論、漕艇競技にはアジア地域におけるドラゴンボート、カヌー、アジアの伝統的なロングボート競技などあらゆる漕艇競技が含まれます。
最後に、IDBFの副会長である結城氏が、近日中にアジアカヌー連盟のMr. Wen-Ta、並びにADBF副会長とチャイニーズ・台北カヌー・ドラゴンボート協会会長を兼任しているMr.Aki
Chenを訪問し、これらの課題について話し合いをするということに対して感謝致します。そしてICF/IDBF Joint
Agreementに基づき、アジアドラゴンボート連盟とアジアカヌー連盟の合意文書草案作成も結城氏訪問の目的の一つということですから、近い将来両連盟間の正式な合意がなされ、調印されることを希望しております。

Dear Paddle Sport Friends,
Thank you very much for the copies of the recent email correspondence
between your two federations concerning the ICF/IDBF Joint
Agreement (JA) and the proposed Dragon Boat Championships
to be held in Taipei under the organization of the ACC.
In the JA, one of the recommendations to the Continental Federations
of both the ICF and IDBF was that where it was appropriate
at Continental level, that the terms of the JA should be followed,
as well as the spirit of the JA. In this respect, whilst I
agree with the ICF Secretary-General, that such decisions
are of course a matter for the Continental Federations concerned,
I would also say that for both the spirit and intention of
the JA to be successful that it is of great importance that
Continental Championships in Dragon Boat Racing (or Canoeing)
are the prime responsibility of the appropriate federation,
that is, the ADBF for Dragon Boating and the ACC for Canoeing.
I am sure that we would all agree that it would be inappropriate
for the International and Continental Federations for Rowing
to be organizing either Canoeing or Dragon Boating Championships
or for Judo, for example, to organize other martial arts championships.
On behalf of the IDBF therefore, I would strongly support
the initiative of you both in your desire to reach an agreement
concerning these matters and to work together on the planned
Dragon Boat event in Taipei and I would support the suggested
title of Asian Dragon Boat Cup for 2003, as a good way forward
in the spirit of the JA.
For the future, a formal agreement between the ACC and ADBF,
in line with the JA, that all Asian Dragon Boat Championships
should be organized under the authority of the ADBF, with
ACC Members in non ADBF countries and territories being invited
to attend, is in my view, essential for the future friendly
development of both paddle sports, in Asia, and for the good
and well being of all paddlers, whether they be dragon boaters
or canoeists or even paddlers of the many other types of Traditional
Asian Long Boats (TALB) that are raced throughout Asia.
In closing may I say that I am very happy for Mr. Yuki, IDBF
Vice President, to visit Mr. Wu Wen-Ta, President of ACC and
Mr. Aki Chen, Vice President of ADBF and President of Chinese
Taipei Canoe and Dragon Boat Association, to discuss these
matters and to help formulate a similar agreement between
the ACC and ADBF, to that of the ICF/IDBF Joint Agreement,
which can then be formally agreed and signed between your
federations, at a later date.

| 財団法人日本アンチドーピング機構より、４月２５日付けで日本ドラゴンボート協会の森岡幸雄さんが正式にＴＯ（テクニカル・ドーピングコントロール・オフィサーに認定されました。本年度のＭＯ（メディカル・ドーピングコントロール・オフィサー）とＴＯの講習会は、東京の国立スポーツ科学センターで６月１日、１０月１９日、１２月１４日の３回行われます。現在、日本ドラゴンボート協会では、原田委員長、志澤公一、堀之内弘恵さんが研修中です。 |
